I used to work for Otis Engineering Corp.( the pressure control Halliburton company) in the Gulf. All offshore rigs have bottom hole and "christmas tree " safety valves that are pressure differential valves. A 200 psig change on either side of the valve automatically shuts it . They must be checked and recalibrated periodically (usually annually). This whole"blow-out" thing is major BS. It will all come out when BP goes bankrupt.

I was thinking that the real reason was that oil companies knew that the MMS was being investigated and Obama would begin enforcing the rules. They needed to hit oil before a moratorium on exploration was enacted. Thus, as with the Titanic the word was "full speed ahead." They were gambling that they could pull it off. They lost.
