I haven't heard alot of Neko songs yet, but I'm guessing the reason is because he's trying to sing it with a higher tone. He's keeping a high tone stress throughout the whole thing.

This is a fandub of Black Rock Shooter, by, yes, a Vocaloid, Hatsune Miku, but the FANDUBBER calls himself neko. I think he just decided to make his voice sound like a Vocaloid at some parts of the song.
