the shoulders are very hard to train, thats normal, i suggest you to take a pre-workout like JACK3D or take creatine half hour before training on an empty stomach
also dont train the shoulders with arms in one day, shoulders go with the back, start with back then shoulders then traps and fuk off home.

@RockstahRolln Well for me when I do rows on the rowing machine it mostly works the lats. They don't really work the lower back tho except barbell rows. When I do barbell rows they work the lats, the upper back, and the lowrback. Other good lower back exercises are deadlifts and hyperextensions
