Manhattan created the fabric by placing 2 liquids that change shape from pressure and heat inside 2 layers of latex. A lady ordered it as a dress but then changed her mind when she decided that it looked ugly. Walter was facinated by the fabric and took it home with him and made it into a mask. That's how he got it in the first place.
