When you arrive at the elevator, the sentries are in alert status? Because if they are - and if I remember correctly - the elevator doesnt work.

Hold down the square button to grab the enemy.

how do you get to the bomb on the hard difficulty setting? it isn't underneath the submarine; its on the side of the submarine where those suits are, but i cant get into that little caged area to reach the bomb.

Because you have chosen a different difficulty setting. Right above the "pool" (in the same area) there is a big object resembling like an Zeppelin airship, or a bomb... (whatever); try underneath that object.

Yes. oh!, and that object that I told you about is not an Zeppelin airship or a bomb...ah ah ah; it's a mini-submarine. Look under him to find the bomb.
