It would have been amusing if someone had removed the wheels from the vehicle and left it up on blocks as the cop slept in it. I don't advocate theft, though, so leaving the wheels stacked up on the sidewalk and putting the lugs back on the studs with adhesive would suffice to force the cop to make a rather embarrassing call for assistance. I saw this happen a months ago. There were barricades and a car blocking off a road, and inside there he was, a cop, sleepin... it was pretty funny. Saw him later in the evening after walking back the same way, awake, and I wanted to shout "HOW WAS YOUR NAP BUDDY?!"

It would have been amusing if someone had removed the wheels from the vehicle and left it up on blocks as the cop slept in it. I don't advocate theft, though, so leaving the wheels stacked up on the sidewalk and putting the lugs back on the studs with adhesive would suffice to force the cop to make a rather embarrassing call for assistance. If they are allowed to be 'off duty' while in uniform and driving a marked patrol car, then wow, they do things completely differently than we do.

You cannot sleep in your car under any circumstances and you should watch the videos that show what his superiors say about this. They are outraged. Not sure what discipline he faced though. There was an example with an officer in my family who was dining at a restaurant and someone was locked in the bathroom and he did nothing and someone complained and he got written up. As for the Internal Affairs Bureau (IAB), an independent investigation conducted by an ex-prosecutor concluded that, in effect, Philadelphia police officers are virtually never prosecuted or even fired after they are caught perpetrating felonies. Extrapolating, using the Philadelphia Police Department's own statistics, 4.8% of cops will be arrested. Also, a large study evidenced that only 8% of police crimes will result in an arrest. Using the aforementioned set of data, assuming a proportional distribution of offenses committed by cops arrested and those not, one could logically conclude that 60% of cops are criminals.
