I love this game it's one of my favorites but it's a little under developed and i hope there's improvements in the sequel.

the shot gun is best for this. The pistol needs multiple shots to get through the glass, and the machine gun's kickback makes it to erratic. The shotgun is quick and powerful. The only limitation is it's range, but that just means you have to run up to the car and blast it.

Also, the car on the road appears fastest when you keep Cole in cover behind Biggs's car.

I dont get why people dont like this. Take my friend for example. He hates it. I love it... 1400/1400. Its a great game. Its not supposed to be GTA where you just go out and kill everyone. I got this achievement about 3 months ago after following The red dragon's guide but i dont remember running back on the street and shooting that car, you should only need to shoot the left car first then the right one for the chievo ;)

the best way to do this after watching this guide is put the extra ammo outfit on immediately, run in the street and activate the car coming down the street and kill the driver, run in the complex immediately to the left and try to kill that driver, if u dont get him then get the car coming from the right. just leave the first guys in the middle there and dont bother with them till last so they can kill u just in case u miss the cars. i got it on 3 trys
