Control sounds more like it. In the Independent Living complex, there's a small compartment with a keyhole in every elevator with various switches inside.
All I have is the Frank Erwin Center, along with the Development and Interscholastic League Buildings if I can get into them. As with level 1, it's the basement, and is served only by the freight elevator.

I don't know, since many of the elevators around campus use them. It might be a blank panel for some kind of control, or a filler panel.
