I have seen the same thing, different locale. Very confusing as to what I was seeing. Was truly amazing & bizarre at first, until I heard the sound of plastic rustling in the breeze. A LINE OF LED'S ON A KITE STRING. The kite was clear plastic but was easily seen with night vision bino's. Do not jump to conclusion without fully investigating. Real lights, amazing sight, but with simple source origin.

its a large balsa rod with white led lights fitted to it a strobing one in the middle with the two outermost led,s being solidly attached and the second from the end are wired on so they swing creating the moving light appearance of the two

this is all powered by a 9v battery and held in the air with 1 helium filled weather baloon tied directly above the strobing led and the object looks off centre as the wind is blowing pushing the rod past horizontal

The back-and-forth oscillations at around the one minute mark suggest that these lights are in fact suspended from a string.. Might be LEDs on a fishing line, suspended between two trees.

The 'other witnesses' are likely in on it for whatever reasons (perhaps they're getting money from the publicity?).

The lights are all moving in concert and in a diagonal line from top right to bottom left. There is nothing to give them perspective so they could be any size or distance. I think they are lights dangling from a kite string. The simplest explanation is usually the correct one.
