Technically speaking, there is another character who is said to be alternate her. That character is called Iris.EXE and she appears in the Mega Man Battle Network series. Iris.EXE has a brother called Colonel.EXE. Hope that answers your question.

It's not that all English Voice Actors suck, it's more that they just don't get into the roles they're given. Occasionally there are some who are wonderful in english, many just do the job cause it gets the bills paid.

Because the Japanese actually put themselves in that situation and really bring out the emotions in a character, while else Americans just do it regardles in some cases, then again this was in the 90's so voice acting was on the mediocre side. Though there are some good VA's out there mind you.
