I'm transgendered and although I want to, I'm never going to have gender reassignment surgery. Doesn't mean I'm not gender dysphoric. It's such a huge decision to make and many factors must be consider before endeavoring on such a journey.
Many trans-people never have bottom surgery. That doesn't mean that they are not trans. I think that the school officials need to be better informed/educated about TG/TS people before making such a decision.
