Although not successfull, he apperantly readied for ambushing you since he could predict you were going to move that direction. So since he was just going to stay there for this single predicted contact, I'd say it doesn't qualify as camping.

It's not camping just because a guy is crouching for 10 seconds.

If a guy is holding the tower on highground with a shotgun for several waves of assault, it's camping. This is just an ambush, and a totally reasonable strategy to use.
