I believe Smiley wrote this song. This is from the early Thirties when he originally got to Hollywood. It showed up again in one of the Roy Rogers films Smiley made.

I'm sure I've seen this cartoon before, but it never occurred to me that it was Smiley Burnette, but there's no doubt it is. His voice is very distinctive and according to IMDB, he was proficient with over 100 instruments.
