It's not a fugue strictly speaking isn't it? Listen to opening voice, and the bass voice at about 0:27.

You've reason! Fugue must start with one voice only. Here's a bass. I think it's a " fugato". But I'd have to read the original organ version score to be sure.

That's because its a double fugue.

The first half of the ostinato is used as the subject in the treble then a different version of the second takes the bass.
But I really don't know anything more than that.
