u dont need to waste a praxis on arm augment..... that is if you're using youtube to find them :D .... just check exactly where the location of the wall is on this video, and then use a frag grenade in front of the wall ... cheers

there's also one at the bottom of the lift shaft of that building where you first go look for van bruggen but find belltower troops instead. Accessable through roof.
