you can play gta iv if you have a modded car. you just can't play if you change your handling. might be car colours aswell but im not sure about that.

you can use any mods if you play LAN handlicg buildings textures all that. I think The only THing u cant use is scripts. but iidk maybe u can.

GTA IV requires a very Very powerfull gaming computer. You must have a quad core processor at the most, then you gotta have like SLI or Crossfire graphics card hooked up and loads of RAM.

Gta iv was ported very poorly. Go any system specs?

yes you can still play multiplayer with modified files and mods.... you just need the unrestricted filecheck.asi from gta4mods
