You chose to go back to read the letter even though there is no way of knowing on Disc 4 whether or not it was read, merely for your own sense of completeness.
By the same logic, should you not have also jumped rope 50 times in Alexandria to see the letter that Mosh receives from Kupo? Again, this letter has no bearing on the "perfect save".
Yeah, that has a tendency to help avoid random encounters. It's still guesswork though, and would only be completely precise on an emulator that allows savestates during movie recording (aka a rerecording emulator). There is no such PSX emulator yet though, and using that feature would make a different category run than 1whois's console run. I'm digressing... anyway it beats losing over half a minute from a random.

Actually on all the emulators I use(d) you can make a savestate, take a few steps and if you come into a battle, re-load the state and if you take the exact same steps then you will go into the exact same battle, many times I've done this.
And no I was not cheating in a level one party game I was in fact just annoyed at running into monsters in Memoria haha x)
It's been awhile for me, but I think the trick is a bit more fickle indoors. It works on the world map for a really long time if you have save states and some patience.

I've done one once, just barely. However I had to skip alot of treasure chests and items, hwoever I still had enough to get the treasure hunter S rank and 1 of each item at the end, which I settled for.

I'm afraid this challenge isn't possible on PAL... you'd have to skip a lot of things in order to defeat Lich in time.
