I believe the Negromancer is suppose to be a parody of the Skyrim NPC "Drelas" found at "Drelas' Cottage." He can be very dangerous at low levels, and it always hostile, but luckily stays in his house. More information just google "Skyrim Drelas Cottage" and check out the wikia entry.
