I did notice that his face looks like Jaller's and now I know why. It IS Jaller's mask. When Turaga Lhikan died he gave Vakama his mask and when the Matoron came on Mata Nui Jaller broke his mask so Vakama put Lhikan's maks onto Jaller's face.
