not as easy as you think. the dogs will attempt to avoid the other hand striking them by swinging and thrashing. An angry dog disorients the criminal. You can't just shoot a raging dog in complete darkness while in immense pain, and off balance being pulled downward with police running up to you.
It only takes a swing of the arm to put a knife in a dog, this can be easily done before the pain takes hold of the criminal, ESPECIALLY if he on drugs.
If a knife or gun was in the criminal's hands..... there would have been a dead dog and possibly dead people.....
