You forgot to add "*and* the rotor brake fails, *and* the windmill is not yawed away from the wind".
This only happened because of very high winds, a mechanical breakdown left unchecked, and negligence on the part of the windmill owner all combined. Windmills will not self destruct with "too much wind" as you try to suggest.
