It is absolutely voluntary. There is even a statement that you read prior to going onto the RPF, which clearly states you have the choice to do the pgm or not.
And if you choose not too you are thrown out of the Sea Org. That means you will get what is called a 'freeloader debt' of tens of thousands of dollars before you can continue taking courses. More often than not, you'll be threatened with an SP declare, which entails eternal damnation and 'disconnection' from all your Scientology friends and family. Coercive at least. And than there are countless stories of people phyically restrained. RPF is one of Co$ worst crimes.
