wait until the dragon does his flames and then run RIGHT after. That's when he resets. Don't just randomly run out there. You can even wear your armor if you do the run properly.

@GhettoAnthony I thought maybe he came out at random intervals. There were a couple times I felt like I waited until he finished his thing, ran out, and had him effectively do a u-turn and fly right back to fry me. I'll keep a closer eye on his pattern next time I run across the bridge to fight the boss again, though. Ugh.
