in case you cant get in touch with her.. it's probably made out of irrigation tubing, a.k.a psi (polyurethane), size 125,(?) you can find it at most Lowes or Home Depot. there are plenty of websites who sell them pre-made too... :)

You will have to ask "Jewels" that. Her name is Julia Hartsell and there are several sites you may be able to find her through.
If you google her name and hoops you should be able to find her. Sorry I don't have more info!
