this is not the first video i've seen of americans doing NOTHING while someone is dying. I can't imagine this happening here, especially not in a hospital of all places.

The problem is that you think the doctor is going to do something and if he isn't she probably isn't in any danger. There was a case in New York, I think, where many people saw this woman being raped and then the rapist left for a while. They came back and shot her and nobody called the police.

Later psychologists determined that nobody called the police because they all thought somebody else had or would.

Yeah it's called the bystander effect. The more people around, the less likely someone is going to call for help. But I think in this case, it's a bit different. The woman sitting there had absolutely no reaction to her falling on the floor. The only other person in the small waiting room was busy on the phone. It was up to that woman to do something and I'm pretty sure she would have realised that. She couldn't have looked around and thought "someone else will get help".
