Actually, it's quite like that the best time to air this kind of footage in an ad is a week or two before the election itself, to influence late-deciders. A lot of people aren't paying nearly as much attention to the election as you think, and won't be affected by this kind of video unless it's in their minds at the time they go to the polls.
