Because they have been attacked by alliance in Durotar, despite the ceasefire.

From what I can remember(been a long time since I did the quest) the alliance in durotar and Northwatch hold are still going on orders from admiral proudmoore, while the ones at Theramore are going under the orders of Jaina. More or less the horde are defending themselves via counterattack on the alliance who set up bases in their territory.

Also, read the quest text from the quest giver, gives ample reason as to why they are attacking Northwatch.
