I think for a country such as Iran to reach a point where they STOP caring about who is sunni or shia they first need other steps to reach this point. Its more like an evolutional process. Such as you cannot have gay rights without having female rights first. (maslov's piramide idea) To reach this point, you need reforms in economical terms, education, media etc. These 'pilars' will make people more open-minded and moderate followers of religion.
