Allow us to shed some light on this video, a few things have been suggested, but, none are true.

As for this being a cheat code, Cheats are over-rated these days, GTA and a few others are all I know for Xbox, this is NOT a cheat code, but in fact a glitch which can be found in a google earch by typing "Crackdown Invincible" should be the first one.

As for Keys to the city, you have either not played it, or dont play it enough, if it were, the options above he weapons would show, would it not?

This looks like keys to the city but it isn't. For a start, loads of people have rightly said, there's no keys to the city option above the weapons tab. The date this vid was posted is before the DLC pack was out anyway, and lastly, BOTH players have to have keys to the city to play together, and if invincibility is on, then BOTH will be invincible, whereas here, on can die, but the other can't. Therefore, this is genuinely a cheat and is NOT keys to the city. Good cheat though.

Keys to the city was released May 9th, 2 months AFTER this video. Second if it was Keys to the city, there would be a small cheat box over his weapons slots. And if you played this back then, there really was a glitch that allowed invincibility. It involved coop and an exploding vehicle. You guys should think things over before spam like idiots.
