They were never intended to fool the American public, they were to be used if the transmision of the real landing video feed became comprimised. Nixon got boot fucked one time because he refused to wear make up for the televion camera. He realised the power of T.V. and wanted his ass covered if the space video transmision technolgy of the day became a failure.
