i presume you are referring to the tanks? Do this go to peeron dot com and search for set 8250. Look in the list for the airtank, and click the link before it. Peeron will then show all sets that contain a tank.
Sear eBay for "lego pneumatics"; there are a lot of people who sell seperate pneumatic parts. Use Peeron dot com to search for sets (like my favourite the sub marine)
Problem with filling them with water is that the system isn't closed, the pneumatic swtichs leak all over the place when you switch them. Other than that I have found that doing that works great.
ah right, I broke my switch valve the first day I got it and only had the crappy red cylinders which bent under the torque. so was only doing direct actuations and found that water gave better performace. I've just got some yellow cylinders so will have to play a bit. I wonder if a thick fluid may help like cooking oil?
Yes, you are right. Pneumatics tend to have 2 states: on/off, up/down, etc and nothing in between. And controlling them is consuming motors to (pump + switch)

I don't know.
I have a large truck with 3 pneumatics in it, to make a 'grabber', and also for opening the motor.
It's really cool, but I still want those blue pumps, and an air tank.

You could try filling the air system with water, this will give you a far more even pressure so less lurching. Very nice though

nice use of mixing chain and vehicle track, though I would have used gears on the scissor lift instead of pneumatics.
