@AJBUCSFAN Peter Criss was dubbed, because he wouldn't show up to do looping (re-recording lines in post-production). According to Paul Stanley in VH1's "KISS: Behind The Music", Ace Frehley was starting to become an unreliable member of the band at this point and would often fail to show up during shooting, so Ace's stuntman (an African-American) had to act in some scenes and fill in for Ace on some of the fight scenes. The stuntman's voice was overdubbed to sound like Ace (this part debated)

From what info i've been able to gather, the band hated the end product. Peter was so embarrassed by it he never bothered to show up for post production. As a result, his voiced was dubbed over. Ace was pretty much bombed through the shoot. To this day, KISS looks at this movie as a big mistake. The funny part is this movie was one of the most watched tv movies that year! Not bad,not bad. But I can see why this movie got mixed reviews even from KISS themselves. But pretty cheesy as B movies go. Peter's dubbed voice is hauntingly familiar,takes me back to the good old saturday morning cartoons,yes it does.

Michael Bell was the dub who did other VA's in Transformers, Star Trek, Rugrats. His voice was less tolerable compared the Gene's voice I must say.
