From the shape of the ears and the color it looks like a brown hyena to me. I used to take care of one in a zoo.  But it could be a striped hyena, the photo is not too clear. I took care of a couple of those too. That would mean this is not a photo of a chupacabra in Mexico unless someone's pet or zoo hyena escaped. But this photo could be from either Africa or a zoo.
