They run through the suburbs of the upper middle class, because this is the group of people that he helped the most, and there was a rise in suburban residences and office parks. Reagan faces the barrel of the gun, and gets away, just as he recovered from the gunshot from John Hinckley Junior.

@SunnyGill247 Long story, it's because ( SPOILER ALERT ) in the begining, the younger FBI agent went undercover as a surfer because he found out that the bank robbers were surfers and there were 2 possible surfer groups that it could be. He befriended the one surfer group and later in the movie he and his FBI co workers raided the house of the 2nd surfer group thinking they were the robbers but found out they were just drug dealers. So it hit him that these robbers are his friends.
