Not sure what happened. They may have patched this so you can't do it anymore (I did this on... I think only 1.1 or 1.2 or something... can't remember). Erase the updates/patches (under Game Data), then do your house shopping. That may help, but I can't guarantee it (as I'm not exactly sure what happened to you).

You did both Jarl quests and helped 5 people in Markarth (5 Markarth side missions) so you're well known there? After doing so, I think you need to talk to the Jarl once more, but I could be wrong.

If you can't talk to the guy at all, then I'm not sure what's wrong. Without more information, I don't know how else to help. For all I know, you could be too far away from him or your game could have glitched (you can talk to the guy without the option to buy)

Have you talked to the Jarl and completed the two missions he gives you? Also, after doing that, you'll have a miscelaneous mission that requires you to help... I think it was 5 people in Markarth (side missions). After completing those requirements, you'll be able to buy the house and decorations from the dude in my video.

Just talk to the Jarl and I'm sure you'll find what you need to do.

Look at the tips that LeaderOfBroterhood commented here for other help.

A little tip:

SAVE before you do this SO IF you mess up try again.

AND

IF you are slow or laggy game use the Slow down time shout so you can get over there.

Good tips, but I guess I just figured the saving thing was implied. Though, I'm a save junkie, so maybe it isn't. As for the Slow Time shout, I never had to use it (did this a few times to make sure it wasn't a fluke), but I'm pretty quick and didn't have a laggy game. Thanks for the tips for those who'll need them in the future.

That's too bad. Well, there's always other houses (if you haven't bought them already) like Riften and whatnot. It will work in other places.

I know, I almost didn't notice it myself. It was just by chance that I looked around that corner before spending around 12,000 gold to buy and decorate the house.  Glad it helped to save you tons of gold too!

Yep. This trick should save you thousands. Especially since this should work in other cities as well (Riften, Whiterun, etc.). Glad to have helped you save that gold for something else.

Not to sound redundant, but you have to be able to buy the house in order to be able to buy the house. So that's a "yes" to having to finish one or more missions for the house to be available.

I think there are two missions given by this Jarl. You also have to help (or have already helped) 5 people in Markarth in order to have the house be available from the dude in the video. How's that for specific? Other cities have similar missions before the houses are free :)

how do you store gold in a container?

Do exactly what I do in the video. While in a container, go down into your inventory. Go to the Miscellaneous subsection. Follow the alphabetical listing to "G" for gold. Select your gold and hit the appropriate button to "Store" your gold. Select how much gold you want to store (initially defaults to all of it). You can also do this just using your entire inventory (name of your character), but I find using the Miscellaneous subsection to be easier.
