You used the scroll in only one way, the other effect it has does the high hits everyone is excited about. if you had used the scroll when the zombies respawned, you would've seen it

no it doesnt lower att, jagex description of the special is

"Target ashes on the ground to cause phoenix to be reborn, healing all of its injuries and damaging adjacent targets. Damage is greater if the phoenix's health was lower before casting."

It is possible to hit 49, You have to put ashes around the person you're killing, and just when the phoenix is about to die, use rise from ashes, and it'll rise and hit.

you should try using the phoenix at lesser or greater demons; all the ever drop is ashes =P

it does good damage but it dies to easy.

my swamp titan doesnt hit that good(higher max by 2 but less frequent)

ive heard that the spec deals high damage (up to 48) if you cast it next to someone when the phoenix is at low health. have you tried that?
