At first as a conservative I was skeptical about empowerment zones, but if you think about it as giving a taste of capitalism to socialist regions like Detroit, it's a GREAT idea. Plus I'd bring back my corporation from overseas if the tax rates were 9-9-9 anyways.
I think better wording is "capitalism exposure zones" or "capitalist teaching zones" but that's to help conservatives understand the ideological impact it would have for socialists to see a capitalist boom.

Current Corporate Tax that is rolled into all goods you buy: 35%
Cain corporate tax: 9%
Result: All products you buy in a store will drop 26% BEFORE SALES TAX
An item that now costs $100 + sales tax, will now cost $74 + sales tax.
Income tax goes from upwards of 35% to a flat 9%.
Sales Tax will be 9%. No sales tax on used goods or in Opportunity Zones.
