You can write "Free download SAI full" in YouTube search and there are lots of videos showing how to get it for free and full version ^^ But 1st you need to uninstall your first version of it because if you don't, then you'll be unable to download new one :D It always works for me :)

This is an art program called Paint tool SAI, I also used a bit of Photoshop. You can draw your character on it if you have a graphics tablet or use a mouse, which is a bit difficult. good luck :)
