actually that is true you only de-activate spoilers at around 45knts and the flaps go up when you are of the taxiway however the lever that controls spoilers and flaps are parralell toeach other so the pilot abviously pulled the wrong one first.

Just as an FYI there is a speed limit on the autobahn, I've driven on it. Certain parts of it don't if the road conditions are good.
