I always thought this was a pretty neat thing. It reminds me a bit of Haruhi's power, and of... Uh... What's her name from Higurashi. It's not willpower, It's freakin magic. He's able to pick any card he wants. The order of the cards is established as soon as the cards are shuffled and cut so they can't possibly change without the effect of another card as Joey points out, but because he's the chosen pharoah he can bend fate to whatever he wants.
