Simultaneously you had SF bands like DK forming, though they were more traditional punk at first, and DC bands like Bad Brains, who were probably the fastest band of the time.

Early American bands like MC5, New York Dolls, and the Stooges laid the scene for the punk aesthetic, the New York Dolls in particular, that Macolm Maclaren took back with him to the UK. The Ramones debut pretty much set the mold for the punk sound and look. Hell, the garage rock in the US in the 60s is the progenitor of the stripped down punk sound.
