Tibet is a part of China, of course China has the right to maintain troops in Tibet in order to ensure stability. You should be able to find a pdf file named "questions pertaining to tibet" . The pdf file seems like a chapter of Volume XVII, Foreign Relations 1969-1976,China 1969-1972.
