@siofrakell: By donating to the town fund at town hall. You first have to donate 200,000 bells for an extra bridge. Once that is built, donate an additional 400,000 bells for the fountain.

@TheKoiStudios: The bridge always comes first. If you don't remember getting the extra bridge, perhaps someone else in your town did it? But after the bridge, it's 400,000 bells for the fountain. The Prima guide had an error in it, saying it was 500k, so that's why that figure is pretty widespread. But the actual amount is 400,000 bells.
