The rule is that the player can only have one touch from a pk and the ball must remain in play. This goal is technically no different from a goalie getting his fingertips to it and it still going in.

@DanSconey Not really. For example, the goalie touch the ball, and bounce toward the far post, hit the post and gone in, does it count as a goal? In this case is the same, just that the ball fall off on some weird spot and still moving toward the goal

The referee has the decision correct. It is a valid goal. The penalty ends only when the ball has stopped moving, goes out of play, the keeper diverts it away from goal or keeps the ball in his hands. Check FIFA and look up law 14. It has the details.
