The "strange" looking skies are caused by a cloud/optical phenomena known as a Circumhorizontal arc. Sights of such phenomena predates any mention of HAARP. I suppose now you crackpots will blame it on extraterrestrials now... or that HAARP has built a time-machine... or some other bullshit...

It is not common for this anomaly to occur immediately before all earthquakes of that magnitude. (can you find evidence of these lights in any prior quake?) If the ionosphere is manipulated it will recreate this light show moments before the millions of amps of energy are redirected into the earths crust.
