@Cottbus2 They were developed in the first world war to protect the troops from artillery shrapnel. They were actually the best design for that sort of protection, however not as good against bullets as the american, german and russian designs. The Americans did use the british helmets, however. The shrapnel protection was very useful for the US navy as seamen were more likely to face explosions rather than small arms fire. In the end, it was really because they had so many left over from WW1.

+ people can't take as many shots from a gun as they can in CoH:OF in real life, and same for being shot by a tank. It'd be cool if they did though.
