I think they have more of a literal brother/sister relationship here. Gumi's upset that Gakupo's still treating her like a little kid, but in reality, he's just being over-protective because he doesn't want her getting hurt. He knows that she's old enough to fend for herself now, but he's still worried about her making rash decisions now that she's older, and if she ever got hurt, he would never forgive himself. So yes, he's in love with her in this song, but it's a whole different kind of love.

I do not remember what little brother is. "Onii" and "Onee" from my understanding means older brother and older sister.
