@givmespace roger with his hand on her shoulder shows that he has negociated with angel to save the lives of the people. thats why angel reset the world. you may think the show ended where it started but in fact it did not. the ending is actually different from the 1st episode as the sound the car makes when it hits the bump is different and implies that angel reset the world for the better. to confirm that they came to an agreement it says at the very end of the show:

"we have come to terms"
