TC is the result of research by Lifeway, part of the SBC. They were attempting to discover why some Evangelical churches were growing and why some were not. What they discovered was that those most closely following the Great Commission (you quoted), were the ones growing. They proposed "changing the scorecard" from how many attend to how many are growing in Christ.
