Exactly, I use the level 3 Lunar for this boss but I always have a hard time dodging the wind blast thing. I think this video is pretty helpful.

I beat him on Hard mode faster than I did on Normal mode :P. Actually in total time I finsihed the game a full 20 minutes faster.

It was on NG:B Normal. Personally I think NG Very Hard is harder than NG:B Very Hard/Master Ninja, but on Normal they're pretty even.
